He was born June 29, 1945, in Syracuse, NY, to Cecil Hampton & Julie E. (Hopkins) Walter, Jr. He graduated from Fayetteville-Manlius HS in NY and the University of Hawaii with an associate's degree. He married Katherine A. Sydnor December 8, 1990, on Bainbridge Island, WA. Surviving are wife Katherine; son Cecil H. Walter IV "CW" of Port Orchard; daughters Cecily Kim (Mark) Romo of Port Orchard and Cory Anne (Nate) Phillips of Louisville, KY; sister Julia E. Walter of Fayetteville NY; uncle J. Clancy "Bud" Hopkins, Jr.; grandchildren Courtney Perez, Kelcey & Antonio Romo, Tristan & Laken Phillips. He also left behind his beloved demon kitty "Chevy". Rosary 7 p.m. on August 4 at Rill's Life Tribute Center in Port Orchard. Funeral Mass at 11 a.m. on Friday, August 5, 2011, at St. Gabriel Catholic Church, also in Port Orchard.
